[천지의 눈] 러시아 사회학자의 질타 “유럽이 푸틴을 돕는 한 전쟁은 끝나지 않는다”

우크라이나전이 벌어지는 곳에서 최근 며칠 동안 중요한 일이 있었다. 바로 러시아가 차지한 우크라이나 점령지에서 열린 ‘선거’다. 8일(현지시간) 독일 외무부는 러시아 점령지 주민들이 투표를 강요받았다고 했으며, 동시에 토니 블링컨 미국 국무장관도 점령지에서 열린 선거가 국제법을 노골적으로 위반했다고 밝혔다.

범죄로 규정된 이번 선거는 갑자기 나타난 게 아니다. 러시아 당국에 의해 수년 동안 실행돼 온 연속적인 일의 결과다. ‘대량 학살은 러시아와 그 국민들의 도덕적 책임’이라고 묻는 독일 연방의회 의원인 로더리히 키제베터와 에스토니아 총리인 카야 칼라스와 같은 정치인들이 권위주의 대통령을 선택한 러시아 전체에 그 죗값을 묻기 위한 것이기도 하다.

그러나 러시아의 전체 역사에서 이곳에서의 진정한 선거는 과거 1613년 미하일 로마노프 선거와 1991년 보리스 옐친 선거 단 두 번만 치러졌다. 다른 모든 선거는 권력 대물림이거나 가짜 선거로 꾸며졌다.

핀란드의 대기 환경 연구단체 에너지·청정대기연구센터(CREA)가 지난해 6월 13일 발표한 ‘푸틴의 전쟁 자금: 침공 100일 동안 러시아에서의 화석 연료 수입’ 제하의 보고서에 따르면 러시아는 이 기간(2월 24일부터 6월 3일까지) 화석 연료 수출로 930억 유로(약 132조원)의 수익을 올렸다. 그중 EU는 61%를 수입했고, 그 가치는 약 570억 유로(약 81조원)에 달한다.

푸틴 대통령의 사실상 정치적 지지기반은 유럽이다. 러시아가 푸틴에 반대하고 있었을 때, 야당이 러시아에서 살해되고 있었을 때, 2008년 8월에 조지아가 침공되고 우크라이나 영토가 합병됐을 때, 2014년 7월 MH17 여객기 추락 사고로 298명이 사망하고 그중 유럽 시민 수십명이 사망했을 때에도 유럽은 러시아 가스 구매를 늘려 푸틴 대통령에게 찬성표를 던졌다.

이제 유럽의 돈으로 성장한 푸틴 대통령과 유럽 파트너들로부터 전폭적인 지원을 받는 ‘러시아 파시즘(극단적 민족주의)’은 러시아라는 국가가 좁아 국제무대로 진출했다. 이들에 의해 파괴되고 수감된 러시아 야당이 현대 무장 우크라이나군이 아직 할 수 없는 일을 맨손으로 할 수 있다고 기대하는 사람이 있을까.

세계 최고의 대학에서 교육받고 핵심결정을 내린다는 유럽 정치인들이 왜 지난 2021년 12월 15일 유럽 의회 연단에서 러시아 학생 다리아 나발나야가 “독재자와 폭군을 달래는 건 결코 효과가 없다”라고 말한 것을 이해하지 못하는지 답답할 뿐이다.

이 학생은 푸틴 대통령을 향해 “아무리 많은 사람들이 권력을 유지하려고 미친 짓을 하는 지도자가 양보와 추파에 반응을 보일 것이라는 희망을 안고 있어도 그런 일은 결코 일어나지 않을 것”이라며 “권위주의의 본질은 ‘내기(bet)’와 공격성의 증가, 또 다른 새로운 적을 찾는 것을 포함한다”고 지적했다. 러시아가 전쟁이 일으키기 71일 전 발표였다.

필자의 목소리가 들리지 않을 줄 알지만, 오늘 러시아인으로서 유럽 정치인들에게 말하려고 한다. 유럽 정치인들은 수년 동안 독재자와 거래하면서 크나큰 역사적 실수를 범했다. 러시아인들은 파시즘에 반대했다. 유럽 정치인들의 묵인으로 러시아는 수백만명의 동료 시민들이 도망쳐야 하는 전체주의 지옥으로 변했다.

그리고 유럽 정치인들은 감히 전쟁에 대한 러시아인들의 책임에 대해 말하려고 할 때 스스로에게 물어봐 달라. 이 전쟁이 일어나지 않도록 하기 위해 무엇을 했는지를. 하지만 우리는 거리로 나왔다. 또 싸웠다. 그리고 가족과 친구들을 잃었다. 투옥되고 고문당하고 살해당했다. 유럽 정치인들은 그동안 무엇을 하고 있었는가.

최근 유럽 정치인들은 푸틴을 소중한 손님으로 맞이했다. 오늘날 여러분은 관료주의적 전쟁을 벌이고 있으며 러시아 국적을 근거로 전체 국민을 분리하고 소외시키고 있다. 러시아인들이 푸틴 대통령을 지지한다고 비난하고 있지만, 이는 부당한 차별과도 같다.

유럽 정치인들은 러시아 민간인들과 전쟁을 벌이고 있다. 여러 억압을 받아온 러시아인들을 최하층으로 만들어 많은 사람들에게 억압을 피할 수 있는 유일한 방법인 비자를 받기 어렵게 만들었다. 또 러시아인들에게 은행 서비스 제공을 막았고 EU 이사회 규정을 만들어 유럽 국경에서 러시아인들을 나체로 벗겨 검문하게 했다.

그러면서 러시아 회사들과 공공연히 거래하고 있다. 에스토니아 여총리 카야 칼라스의 남편 회사인 ‘스타크 로지스틱스’가 하는 것처럼.

21세기 유럽 정치는 얼마나 더 큰 냉소주의와 위선에 이를 수 있는가. 우크라이나인들이 나라를 지키기 위해 죽어가고 러시아인들이 학살에 참여하지 않고 억압을 피하기 위해 나라를 떠나는 동안 유럽 정치인들은 푸틴 대통령과 거래하면서 러시아 민간인들과 계속 싸우고 있다. 유럽이 이처럼 ‘전쟁을 선택’하는 한 전쟁은 언제나 우리 문 앞에서 기다리고 있을 것이다.

Not the last war in Europe.

An important development in recent days has been the "elections" in the occupied territories of Ukraine. On 8 September 2023, the German Foreign Ministry admitted that the residents of the occupied regions of Ukraine had been forced to vote. At the same time, United States Secretary of State Antony John Blinken called the "elections" in the occupied areas of Ukraine a flagrant violation of international law.

These criminal electoral techniques did not come out of nowhere; they are a continuation of what has been practised for years by the authorities inside Russia. So that politicians like Roderich Kiesewetter and Kaja Kallas can repeat Putin's myth about Russia's democracy and on this basis indict the whole Russian nation of choosing an authoritarian president. But in the entire history of Russia, real elections have taken place only twice: the election of Mikhail Romanov in 1613 and the election of Boris Yeltsin in 1991 (among five of former Soviet party functionaries and one political buffoon - Vladimir Zhirinovsky, who dreamed of world domination). Everything else is a transfer of power by inheritance or succession, clothed in a sham electoral circus. This power has NEVER had anything to do with the entire Russian society.

Look at the photos and say yourself who actually voted for Putin and who should be held accountable for their choice?

According to a report published on 13 June 2022 by the Finnish Centre for Energy and Clean Air Research (CREA) entitled "Financing Putin’s war: Fossil fuel imports from Russia in the first 100 days of the invasion": "Russia earned EUR 93 billion in revenue from fossil fuel exports in the first 100 days of the war (February 24 to June 3). The EU imported 61% of this, worth approximately 57 billion EUR.".

Putin's real constituency, his real backbone, is the European political establishment. At the long time when Russia was opposing Putin, when the opposition was being murdered in Russia, murdered in the truest sense of the word (the murders of Anna Politkovskaya on 7 October 2006, Boris Nemtsov on 27 February 2015 and many others), when Georgia was invaded in August 2008 and Ukrainian territories were annexed, and even when 298 people were killed in the MH17 crash on 17 July 2014, among them dozens of EU citizens, Europe... increased its purchases of Russian gas and thus cast key votes for Putin.

Now that Russian fascism has grown stronger, nurtured by European money and fully supported by "European partners", as Putin himself called them, it has become cramped within one country and has entered the international arena. Does anyone seriously hope that the destroyed, imprisoned Russian opposition will be able to do with their bare hands what the modern armed Ukrainian army still cannot do?

Did European politicians, educated in the best world's universities and making key decisions, not understand what Russian student Daria Navalnaya told them on 15 December 2021 from the rostrum of the European Parliament: "The pacification of dictators and tyrants never works. No matter how many people try to deceive themselves, hoping that another [mad man] who clings to power will behave decently in response to concessions and flirtations, it will never happen… The very essence of authoritarian power involves a constant increase in bets, an increase in aggression and the search for new enemies."

There were 71 days until the war began.

I know my voice will not be heard. But today I, a Russian, say to you, the European politicians: you have made a monstrous historical mistake, flirting with a dictator for many years, while we, Russians, opposed fascism. It was with your approval my country was turned into a monstrous "prison of nations", into a totalitarian hell from which hundreds of thousands of my fellow citizens are forced to flee. And the next time you dare to talk about Russians' responsibility for the war, ask yourself: what did YOU YOURSELF DO to prevent this war from happening? We took to the streets. We fought. We lost family and friends. We were imprisoned, tortured and killed. And what were you doing during that time? And I'll answer you.

Yesterday you, European politicians, welcomed Putin as a dear guest. Today you are waging your paper bureaucratic war and segregating and marginalising an entire people on the basis of citizenship, accusing Russians of supporting Putin, even though these accusations are already obviously untenable. Yes, it is segregation: you are at war with the civilian population of Russia, you have made Russians, many of whom have been repressed for their opposition and anti-war activities, the last class of people, making it harder to get visas, which for many are the only way to escape repression. You deprive Russians of banking services and are prepared to strip them naked at the border (in accordance with Council Regulation (EU) No 833/2014 of 31 July 2014), yet you continue to trade with Russian companies (as Mrs Kai Kallas' husband's company, "Stark Logistics", does).

What is wrong with you? To what degree of cynicism and hypocrisy can European politics reach in the 21st century? While Ukrainians are dying defending their country and Russians are fleeing their country to avoid participating in the carnage and avoiding repression, the European political establishment continues to fight Russian civilians while successfully trading with Putin. As long as Europe votes for war, war will be waiting on the doorstep.
